A Site Instruction is in place to ensure the safety and environmental impact of any excavations, (ranging from the placing of building foundations through to putting in a fence post) are taken into account when any are undertaken on site.
A Site Procedure is also in place to manage excavations on site to ensure that an appropriate disposal route exists for any excavated material. Prior to any excavation a desk study and if necessary appropriate sampling is undertaken to ensure that an adequate prediction of the activity levels of the soils and any non-radiological contamination can be made. The contaminated land team is one of the authorities to be consulted in the excavation permit process and can request the analysis of additional samples. The data acquired as a result of these procedures is used to populate the contaminated land models for the site.
A Sellafield Site Procedure was developed during the implementation of the Contaminated Land Safety Case. The Site Procedure details the mechanism of approval for any excavations by the Contaminated Land Safety Case owner. It is the safety case owners’ responsibility to identify if an excavation could impact on the Contaminated Land Store (or vice versa). The safety case owner has the authority to require additional assessments to be undertaken prior to excavation work commencing as well as determining additional safety requirements during an excavation. During 2008 the Site Procedure will be updated to reflect the outcome of the Safety Case Short Term Periodic Review as well as recent changes to the Sellafield Management System.
