PBO Competition
The 2004 Energy Act established the Nuclear Decommissioning Authority (NDA). The Authority formally came into being on 1 April 2005 and shortly afterwards published its mission and strategy document.
On formation of the NDA the operating model for the UK nuclear industry changed from one of "owner operator" under BNFL to "Management and Operations" [M&O] contractors operating assets owned by the NDA.
The NDA mission includes a requirement to establish a competitive market place for the nuclear industry and to compete the management of each of its sites.
Promoting competition is central to the NDA's strategy. They are competing the Parent Body role to own shares in the Site Licence Companies (SLCs)as part of their statutory duties to:
· secure value for money
· promote best practice
· meet legal obligations arising from the European Procurement Regulations.
In October 2006 the NDA announced that Sellafield Ltd [Sellafield, Calder Hall, Capenhurst and Windscale] would be competed commencing Spring 2007 with the expected announcement of the successful organisation by late Summer 2008 and the new Parent Body Organisation [PBO] in place by 1 April 2009.
